Serving Health Insurance Needs of Elders (SHINE) According to the Aging and Disability Resource Center (ADRC), SHINE is an award winning, statewide volunteer-based program which relies on elders volunteers to help other seniors with health insurance matters, including assistance with claims and appeals, comparing supplemental policies and organizing paperwork.
