[ARCHIVED] MIRAMAR INFRASTRUCTURE IMPROVEMENTS FOR HISTORIC MIRAMAR

On May 17, 2017, City of Miramar Commission approved a contract with Layne Heavy Civil, Inc. (“Layne Civil”), to perform additional infrastructure improvements in Historic Miramar.  The Commission also approved an agreement to assign the construction contract to Reynolds Construction, LLC (“Reynolds”) who purchased Layne Civil on May 1, 2017. These contracts translate to the delivery of the final phase of a priority initiative of the city to improve Historic Miramar underground infrastructure. Specifically, these improvements have lent themselves to providing central wastewater service, a new water distribution system to the properties in this area and increased flood protection by upgrading the drainage system.

The first phase of the program was completed in January of 2007, and is currently in operation. Properties benefiting from such improvements are located within the boundaries of Southwest 64th Avenue to the west, County Line Road to the south, US 441 to the east, and Southwest 25th Avenue to the north. This project enhanced delivery of water, fire protection, and fire hydrants by upgrading the water mains, adding new fire hydrants, and upgrading the drainage system to ensure flood protection.

The second phase of the program was completed in December of 2013, and also is currently in operation. Properties benefiting from those improvements, bounded by Southwest 64th Avenue to the west, Southwest 25th Avenue to the south, US 441 to east, and Pembroke Road to the north. The Phase 2 scope of work included the connection of the properties within that area to the City’s central sewer system and enhanced flood protection by upgrading the drainage system.

This culminating, third and final phase of the program includes over 877 properties and is located in the area generally bounded by Pembroke Road to the north, Southwest 64th Avenue to the east, Southwest 25th Street to the south, and the Turnpike/Southwest 68th Terrace to the west, within public rights-of-way. The Phase 3 scope of work also proposes to enhance the area’s potable water distribution system by upgrading Broward County water mains, as well as enhancing fire protection by adding new fire hydrants to the Broward water distribution system. The cost of the City’s portion of the project will be funded by a low interest loan through the State Revolving Fund program.

Broward County owns and operates the water distribution system that provides potable water services to the residents located within the Phase 3 area of the project. The County intends to simultaneously improve the water distribution system within that area. In order to minimize the inconvenience of construction for the residents, the County, and the City entered into a Joint Project Agreement (“JPA”) to cover the installation of the water main under the terms and conditions of the JPA.
