Mass Burn Facility

*Update* As of 7/16/2025 The Airport West location is officially OFF the table as a potential incinerator site for Miami-Dade County!
This marks a major win for the City of Miramar after a two-year fight to protect our water, air, and quality of life.

Following the 7/16/25 Miami-Dade Commission meeting, our Mayor, Wayne Messam shared the following statement: "I thank the leadership of the MDC Commission Commissioner for their vote to protect Airport West and Commissioner Oliver Gilbert for his motion that eliminated Airport West from further consideration as a host site for a 4000 ton per day incinerator. We trust a long-term solid waste solution can be reached by the County that will permanently eliminate Airport West and protect the health and quality of life of the residents of our great city."

Miami-Dade County is evaluating potential sites to build a new waste-to-energy facility, or mass burn facility, with the former Opa Locka West Airport near West Miramar as a location being considered.

The proposed waste-to-energy facility, intended to replace the Doral incinerator damaged by fire in 2023, has sparked significant concern. Mayor Wayne Messam and the City Commission stand firmly against its construction at the old Opa Locka West Airport site, just under a mile from Miramar. The potential impact on health, air, and water quality is a critical issue for our community, and city leaders are committed to prioritizing the well-being of residents over the proposed development.

A vote on the Miami-Dade County incinerator location has been deferred to120 Days from their meeting in February.

"We need every voice at the table to make sure the Commission understands that this incinerator is not acceptable in our backyard," said Mayor Messam.

Health Impact

Waste incineration generates harmful chemicals and pollutants, posing severe health risks, including:

  • Particulate matter, linked to lung and heart diseases.
  • Heavy metals like lead and mercury, which can cause neurological disorders.
  • Toxic chemicals such as PFAS and dioxins, associated with cancer and other serious health issues.

The Doral incinerator, which this new facility would replace, has been a source of pollutants tied to cancer, respiratory problems, and reproductive health risks. Additionally, the Global Alliance for Incinerator Alternatives highlights that waste burning hampers efforts to reduce greenhouse gas emissions and worsens air and water pollution.

Mayor Wayne Messam and the Miramar Commission are standing firm against this proposal, recognizing its potential impact on our community’s health. "We need every voice at the table to make sure the Commission understands that this incinerator is not acceptable in our backyard," said Mayor Messam.
