What are Alternative Plans Review and Inspection?

The City of Miramar allows licensed professionals, known as Private Providers, to perform building plan reviews and/or inspections as permitted under Florida Statute 553.791. This option can help reduce review and inspection times for certain projects. Private Providers must be pre-registered with the city before they can participate in any permit application.

How to Apply to Become a Registered Private Provider

Individuals or firms seeking to become Registered Private Providers with the City of Miramar must complete the following steps: 

  1. Download and complete all required registration forms.
  2. Submit the completed registration packet through the City of Miramar Self Service Portal 

A complete registration packet must be submitted to the Building, Planning & Zoning Department for approval.

Program Guidelines

The Private Provider Program operates in accordance with Florida Statute 553.791 and City of Miramar procedures. The following guidelines apply to all participating firms and individuals:

  • Private Providers must be fully registered with the City prior to performing any plan review or inspection services.
  • All required documents must be submitted in their entirety to ensure timely processing.
  • Private Provider plan reviews and inspections must follow all applicable Florida Building Code and City of Miramar requirements.
  • All inspection reports, plans, and supporting documents must be submitted in the formats required by the City.
  • Noncompliance with any registration or reporting requirements may result in delays, rejection of documents, or removal from the City’s approved registry.

Required Registration Documents

  • Form R.1 – Private Provider Registration
  • Form R.2 – Employment Affidavit for Duly Authorized Representatives (DARs) 
    • DARs must be W 2 employees (not 1099). Noncompliance = automatic rejection.
  • Form R.3 – Private Provider Agreement
  • DBPR Certificate of Authorization for the Private Provider firm
  • Professional licenses for each DAR 
    • Accepted licenses: Engineers (Ch. 471), Architects (Ch. 481), or Inspectors/Plans Examiners (Ch. 468 Part XII)
  • Certificate of professional liability insurance
    • Must meet FS 553.791(16)
    • Must list City of Miramar as certificate holder
  • Blank original inspection report form (3  or 4 part form)
  • Company contact information, including:
    • Main office
    • Qualifier
    • Plan reviewers
    • Inspectors working within Miramar
  • Form B – Personnel Directory & Qualifications Statement for each DAR
    • Includes license numbers, roles, contact information, resumes, HVHZ experience, etc.
  • Driver’s license or valid photo ID for each DAR
